Cuz they figure that by 17 we’ve already done all the stuff that is in the movie to make it R rated.

because there is no other benefit of turning seventeen other than that
the gov. probably just makes 17 year olds feel special

not to mention, the people who make the movie get more money if the age limit is lowered
